Charter schools face tighter safety checks
Rule 6A-1.0018  ·  School Safety Requirements and Monitoring
A 56-item day boiled down to one practical change: tighter school-safety rules around door locks, access control, and who the state hears from when a campus changes. School districts and charter operators are up first, with comments due May 13.

Today’s issue matters most if:
‣ You're in K-12 or higher ed
‣ You develop affordable housing
‣ In food service or hospitality (DBPR-regulated)
First, the damage
No direct dollar hit showed up today, but charter schools and districts could get new policy, training, attestation, and reporting work if the school-safety rule passes. Utilities using reclaimed-water permits saw a permit-term correction, and Florida Housing moved to delete a duplicative mortgage-bond fee rule. No new fines. No emergency rules. No statewide fee increases.

Featured Rule 6A-1.0018
School Safety Requirements and Monitoring
Department of Education
Florida schools and charter operators face tighter door-lock, access-control, and reporting rules. Update safety policies, staff training, and state reporting by May 13, 2026.
Why it matters
This hits charter school operators, school management companies, and public-school districts. If Rule 6A-1.0018 passes, they may need new lock and access-control procedures, staff training, attestations, and faster reporting to the Office of Safe Schools when campuses or key contacts change. Comment deadline: May 13, 2026.

Duration of Permits
Utilities, developers, and water suppliers got corrected reclaimed-water permit terms. Check duration rules before filing or revising water-use permits. Comments due May 13, 2026.
Why it matters Utilities and reclaimed-water project operators get corrected permit-duration language. If your project depends on a recent permit-term change under s. 373.250(9), verify your expiration and renewal timing.

Program Fees
Mortgage-bond lenders: rule repealed if adopted. Use statutes, federal rules, and FHFC guidance by May 13, 2026.
Why it matters Affordable-housing lenders, developers, and bond counsel lose a duplicative state fee rule for Mortgage Revenue Bonds. Do not assume fees disappear; the program still runs under federal and state law.

Signal beneath the surface
Florida Housing is stripping most Mortgage Revenue Bonds Program details out of the code and telling lenders, mortgage originators, bond underwriters, and other program partners to follow federal law, state law, and agency program documents instead. This is a cleanup move, not deregulation: the rules still exist, but FHFC can adjust fees, terms, and participation requirements with less formal rulemaking.

FWC is developing a rule to create the Atlantic For-Hire Reef Fish Registry, a no-cost registry to identify for-hire operations targeting specified reef fish in Atlantic waters. This registry would help FWC provide NOAA Fisheries with the list of operators eligible for the proposed Atlantic red snapper state management pilot program for 2026 through 2028.
