Direct-care staff move from tests to CE
Rule 63H-3.001; 63H-3.002; 63H-3.003; 63H-3.006 · Staff training for state and contracted juvenile justice direct care staff
Only two proposed rules landed today, and the bigger one is operational: Florida may drop a recertification exam for certain juvenile justice direct-care staff and require continuing education instead. That hits DJJ contractors, staffing vendors, and trainers. Fifteen workshops mean more changes are still in the pipeline.

Restricted Allocation Areas for the Sandstone aquifer and Mid-Hawthorn aquifer; Maximum Developable Limits
The district is developing amendments to its water use permitting rules and handbook to establish Restricted Allocation Areas for the Sandstone and Mid-Hawthorn aquifers and require permit applicants to comply with those limits. The changes are intended to account for cumulative groundwater withdrawals and help prevent minimum flow or water level violations and significant harm to the resource.
Coming Rule 40E-3.301 · South Florida Water Management District
Conditions for Issuance of Permits
The district is developing an amendment to require compliance with the proposed Restricted Allocation Areas for the Sandstone and Mid-Hawthorn aquifers before a well construction permit can be issued. This would add a new permitting condition under Chapter 40E-3.

One question to sit with
If you contract with DJJ or train detention and probation staff, read Rules 63H-3.001, 63H-3.002, 63H-3.003, and 63H-3.006 before May 8. A test requirement may become CE tracking, which changes scheduling, vendor workload, and personnel files.
Back tomorrow with the next rule change that lands on your desk.
