Some emission changes get easier
Out of 48 items, the only proposal with broad small-business impact hits DEP air permits. Rule 62-210.300 would let some low-impact equipment changes move on advance notice instead of a full permit revision; comments close May 28.

The one thing
If you hold a DEP air permit, list planned equipment restarts or swaps and compare them to Rule 62-210.300 before May 28.
Does this hit you?
Today’s issue lands hardest if you’re:
‣ You hold environmental permits
‣ An electric utility, communications provider, or emergency contractor
Safe to skip
If you don't operate under a Florida permit or chase state bids, today is safe to close.
First, the damage
No new fees were posted today, but air-permitted facilities could avoid a full permit-revision filing for some low-impact changes under Rule 62-210.300. Most of the rest was 29 workshops and 2 bid notices, which signals future rulemaking more than immediate paperwork. No emergency rules. No new license categories. No posted fee increases.

Featured Rule 62-210.300
Permits Required
Department of Environmental Protection
Minor air-permitted facilities can file advance notice, not a full permit revision, for some changes with no emission increase. Restarting equipment may avoid review. Comments by May 28, 2026.
Why it matters
This hits Florida facilities with DEP air permits, especially asphalt plants, concrete batch plants, fuel terminals, printers, metal finishers, crushers, and other manufacturers. If a change does not raise emissions or add pollutants, they may get faster approval through advance notice instead of a full permit revision. Comment deadline: May 28, 2026.

Signal beneath the surface
DEP is carving out a new middle tier for air-permitted businesses — manufacturers, asphalt plants, concrete batch plants, fuel terminals, and other facilities close to major-emitter limits. The message: if you’re near those thresholds, expect easier approval for some low-impact changes, but more formal tracking and annual emissions reporting so DEP can watch you more closely.

Statewide Uniform Weighted Grading System in Honors and Articulated Accelerated Courses
The Department is developing a rule to implement 2026 statutory changes in s. 1003.437, F.S., requiring a statewide uniform weighted grading system for honors courses and articulated acceleration mechanisms. This matters to school districts and students because it would standardize weighted grading for these course types statewide.

Use of Epinephrine Auto-Injectors and Anaphylaxis Policy
The Department is developing amendments to align the rule with 2026 statutory changes allowing students in public and private schools to carry and self-administer any FDA-approved epinephrine delivery device, not just auto-injectors. Additional revisions for consistency and clarity may also be considered.

Summer Bridge Program
The Department is developing amendments to expand Summer Bridge Program eligibility based on anticipated House Bill 1279 changes, including students scoring below the 25th percentile on the final PM3 screening. One question to sit with
If your site has a DEP air permit and you plan to restart, swap, or modify equipment, check Rule 62-210.300 before May 28. It could decide whether you send advance notice or file a full permit revision.
